I am chinese!

"That policy is an inefficient method of limiting population growth"
Hey, Judger Posner as far as I know it is the most efficient policy for china to control our population.
Our rapid growth of population is due greatly to people's notion, average income, the education people receive and in china parents' requirement might be another reason(chinese parents wanna their song or daughter to have a daughter,although they have had several kids!).
Yeah, it is true that the weathier the city ,the less kids are born! In china ,the city like shanghai,Beijing and some other big cities the population growth rates are negative! But you have got to know, we still have a large population of pesants other than citizens! since the cost of raising a child is very low for them,they are willing to have as many kids as they can! Fortunately,we have such a one child policy which can restict them! Although they are confined by one child policy some of them try to get some more kids by avoiding the government!
People's notion in my countries is not the same to the United States(which might is due to Conficious, the education which people got and the economic development!
